Overview

Stuart’s practice focuses on governmental and regulatory affairs as well as all aspects of real estate transactions including land use approvals and regulatory disputes. 

He has represented a number of local governments in Central Florida in a multitude of different matters including contracting, litigation, administrative law and public records. This representation includes providing guidance to local governments regarding the statutory and regulatory framework in which those local governments operate.  For example, Stuart provided advice and legal analysis to a local Clerk of Court on the implementation of Amendment 10 to Florida’s Constitution and the transfer of numerous auditing and oversight functions from the County to the Clerk. 

Stuart’s real estate practice includes the representation of businesses, banks, and local governments concerning those entities’ acquisition and development of real estate. He focuses on the areas of real estate contracting, closings, title analysis, financing, land use, and litigation.

Stuart has also taken an active role in Central Florida outside of the practice of law.  He has served on a number of governmental boards including as Chair of the City of Orlando’s Municipal Planning Board (aka P&Z Board) and helped to start community organization like Teen Court of Orange County, Page 15 a not-for-profit, children’s literature program and local publisher Burrow Press.
